Maharashtra set to launch vertical property cards for flat owners, a move aimed at increasing transparency

The Maharashtra government has taken a major step toward improving property ownership transparency by planning to introduce Vertical Property Cards for flat owners.
A special committee has been formed under the Additional Chief Secretary of the Revenue Department to draft the necessary rules and submit recommendations within a month.

What Are Vertical Property Cards?

Until now, flat owners had to rely on tax receipts or sale agreements as ownership proof.
The existing property card records only the housing society’s or builder’s name, not individual flat owners.

With the introduction of Vertical Property Cards, each flat owner will receive a separate legal document showing:

  • Individual flat ownership details
  • Shared land portion details

This initiative will make property ownership more secure, transparent, and legally verifiable.

Committee’s Role

The newly formed committee will:

  • Prepare rules for recording individual flat details on property cards (Satbara Utara).
  • Study systems from other states.
  • Recommend how common areas and land under buildings should be reflected.
  • Review previous proposals from the Land Records Department.
